Counterpart International is currently recruiting for the following positions:

Gender Officer
Responsibilities:

Ensure that gender considerations are appropriately integrated into program activities, methodologies and approaches in a manner that is results-oriented; work with local partners to ensure gender integration into their program design and activities, as well as their organizational structure and program management; engage in the monitoring and evaluation process of gender-related activities including developing and ensuring good indicator reporting and writing official reports.

Qualifications:

Master’s Degree in gender studies or related field required; minimum 8 years of experience working on gender integration issues for international development programs; minimum 5 years of experience working on USAID programs; excellent knowledge of gender issues in Morocco including social, political, and cultural gender norms and challenges; work experience in Morocco or similar context required; experience designing, leading and conducting gender analyses, as well as integrating and implementing findings into program design; experience engaging local stakeholders, including civil society organizations, members of Parliament, and other local and national government leaders in gender-sensitive initiatives; experience building capacity of local stakeholders on gender issues; experience integrating gender in community participatory engagement or advocacy preferred; experience delivering training preferred but not required; professional written and oral fluency in English, in addition to French or Arabic, required.

 
 
Government Capacity Development Specialist
Responsibilities:

Lead the identification of strategic needs and approaches to government capacity building. Provide technical advice and guidance to key government stakeholders, on capacity development efforts. Track development of government bodies to engage with citizens, develop and implement public policy, and ensure good governance and transparency. Work with program staff, consultants and trainers to deliver high quality training, technical assistance and mentoring to partner government stakeholders. Ensure Counterpart’s best practices are institutionalized within the program and adapted to the local context. Ensure gender is integrated into all capacity building tools, methodologies and activities. Document implementation successes, challenges, and lessons learned through regular program reports and online Knowledge Management portal. Deliver technical presentations on program achievements to audiences, including implementing partner(s), civil society, government officials, donor, and other relevant organizations. Other duties as assigned.

Qualifications:

Master’s degree in an appropriate interdisciplinary subject, such as human development, social sciences, or a related field is preferred. Minimum eight (8) years of experience in the civil society and governance development field, preferably in an international context. Minimum five (5) years of experience working with governments at local and national levels on capacity building, such as good governance and legislative strengthening. Demonstrated success supporting government capacity to engage citizens in the public policy process, to draft and analyze legislation, and to strengthen good governance mechanisms.  Experience engaging civil society and government institutions to collaborate on common issues. Good knowledge of Morocco’s political context. Excellent knowledge of Morocco’s civil society challenges. Demonstrated leadership, strategic thinking and planning, training, and human resource management. Strong multicultural, interpersonal, and supervision skills. Ability to give effective presentations and write technical reports. Strong ability to collaborate and coordinate activities with multiple stakeholders, including civil society, government, and other individuals. Proven ability to working with government stakeholders. Commitment to gender integration, experience with gender integration a plus. Professional written and oral fluency in English, in addition to either French or Arabic required. This is a Key Staff position requiring review and approval by USAID.

 
 
Advocacy Officer
Responsibilities
  • Contribute to developing and implementing an assistance plan tailored to CSO needs and strengths, with special attention to advocacy and oversight.
  • Assist CSOs in developing advocacy and outreach strategies and campaigns related to public policy, and build networks to identify and advocate targeted policy reforms.
  • Contribute to monitoring the activities of advocacy grantees to track progress against targets, verify impact and ensure timely reporting into Counterpart’s online Management Information System.
  • Assist in the organization of advocacy related trainings, workshops and stakeholders meetings at national and regional level
  • Provide trainings and coaching to CSOs engaged in public policy advocacy as needed
  • Collect best practices, lessons learned and other tools related to advocacy and policy reform and adopt them to the Moroccan context.
  • Ensures that program progress and analysis reports related to advocacy are prepared and submitted in a timely manner.
  • Perform other duties as required

Qualifications

  • A bachelor’s degree in human development, communications, public relations, media or a related field preferred.
  • A minimum of three (3) years of professional communications/advocacy experience
  • A minimum two (2) years of demonstrated experience and expertise in civil society strengthening, including capacity development; coalition and network building; advocacy strategies and campaigns; public outreach; and civil society-related training and facilitation in one or more of the above-mentioned fields.
  • Ability to give effective presentations and write technical reports.
  • Good knowledge of Morocco’s political context and civil society challenges.
  • A high level of interpersonal and communication skills.
  • Ability to work well in a team environment, able to work effectively with CSOs, USAID, project staff, and other beneficiaries.
  • Commitment to gender integration, experience with gender integration a plus
  • Professional written and oral fluency in English, in addition to either French or Arabic required
 
 
Administration & Program Assistant
Responsibilities:
  • Performs administrative and program support activities
  • Greet and assist visitors
  • receive/forward mail and calls to office staff;
  • operate a range of office machines such as photocopiers, computers and faxes
  • Maintain office files
  • Prepare agendas for meeting
  • Attend meetings and Take minutes
  • Type correspondence, reports and other documents
  • Assist entire program team in support of program implementation; backstop activities
  • Conduct data entry as for program database;
  • Assist program staff with preparation of program activities, including scheduling, program logistics and production of training materials and maintain regular communication with individual and organizational partners.
  • Provide accurate translation when necessary of correspondence, press clippings.
  • Draft and submit field reports that monitor and measure program activities and results.
  • Assist in the organization of national and regional conferences and workshops.
  • Under close supervision, monitor small activity budgets and provide proper and timely accounting of funds and expenses.
  •  Perform other duties as assigned.
  • The position reports to the Director of Finance and Administration

Qualifications:

  • Bachelor’s degree in development or relevant field;
  • Minimum of 2 years of relevant work experience required;
  • Demonstrated experience in maintaining administrative duties;
  • Experience with internal procedures compatible with donor standards and national laws;
  • Demonstrated experience in logistics, event coordination, communication.
  • Good interpersonal skills to effectively interact with all levels of CSSP staff and various sectors of civil society.
  • Working knowledge of basic budget and accounting procedures.
  • Ability to provide oral and written communication clearly in French, and Arabic to organization representatives, training participants and CSSP colleagues. Working knowledge of basic computer applications, including word processing and spreadsheet programs
  • Excellent organizational skills and attention to detail.
  • Ability to manage multiple tasks simultaneously.
  • Experiences coordinating staff a plus.
  • Ability to work independently and as a member of a team.
  • Ability to travel and work flexible hours
  • Writing skills in English required..
 
 
Capacity Building Coordinator
Responsibilities  
  • Assist in the administration of organizational capacity assessments of local CSOs/ ISOs and provide accurate reports and forms
  • Assist in the development and implementation of capacity development plans for ISOs.
  • Coordinate with the program’s administrative assistant and the capacity building staff, and trainers to organize trainings and OD assessments, including making travel arrangements, securing training/meeting rooms and packages.
  • Coordinate with the ISO staff for the implementation of OD assessments, action plans and workshops.
  • Assist in the drafting of activity reports and other program related documentation.
  • Liaise with the program’s regional coordinators for the implementation and follow-up of activities.
  • Coordinate with the M&E team for the evaluation of program activities and provide feedback as requested.
  • Ensure logistical preparations and needs for activity participants, consultants, trainers.
  • Assist in the planning and organizing of training activities and study tours,
  • Maintains active communication with ISO and CSOs staff to ensure ongoing engagement in programs.
  • Contribute in the monitoring of capacity building activities and track progress against targets, verify impact and ensure timely reporting into Counterpart’s online Management Information System.
  • Monitors local media to assess civil society developments.
  • Provides accurate translation when necessary of correspondence, press clippings, training materials and other documents, as well as informal interpretation in meetings.
  • Perform other duties as assigned.

Qualifications

  • Bachelor’s Degree
  • Three years of demonstrated experience in logistics, event coordination, communication, and reporting.
  • Demonstrated coursework or experience in international development, political science, women’s rights, community organizing, organizational development or related subjects.
  • Good interpersonal skills to effectively interact with all levels of civil society staff and members.
  • Good English writing skills.
  • Working knowledge of basic budget and accounting procedures.
  • Ability to provide oral and written communication clearly in French, English and Arabic to CSO representatives, training participants and colleagues.
  • Working knowledge of basic computer applications, including word processing and spreadsheet programs
  • Excellent organizational skills and attention to detail.
  • Ability to manage multiple tasks simultaneously.
  • Ability to work independently and as a member of a team.
