1. Introduction: Coopération Suisse au Maroc

Dans le cadre de son programme de coopération au Maroc, la Division Coopération Internationale de  l’Ambassade de Suisse à Rabat recherche un chargé de programme national pour compléter son  équipe Développement économique et emploi.

La coopération entre le Royaume du Maroc et la Suisse remonte à 2004 et l’engagement suisse suite  au séisme dévastateur d’Al Hoceima. La collaboration dans la thématique de gestion des risques a  ensuite été complémenté par des initiatives dans les domaines migration et droits de l’Homme.
Suite aux événements de 2011 au Moyen-Orient et en Afrique du Nord, la Suisse a renforcé son  engagement dans la région en prenant en compte leur dimension politique, sociale et économique. Le programme 2011 -2016 se développe ainsi dans les domaines

• Transition démocratique et Droits de l’Homme
• Développement économique / emploi et Réduction des risques de désastres
• Migration et protection / migration et développement

La planification stratégique pour les programmes 2017 – 2020 est en cours.
Pour compléter son équipe dans le domaine 2 et gérer des programmes / projets dans la thématique
de Développement économique / emploi, la Division Coopération Internationale de l’Ambassade de
Suisse recherche un chargé de programme national:

2. Tasks

The employee is to fulfil the function of a National Programme Officer (NPO) for Domain 2  (Economic Development and Employment) of the Swiss Programme Office (DCI) in Morocco. As such, she/he will be in charge of accompanying programmes and projects contributing to economic  development in general and to inclusive, equitable economic opportunities in particular, with emphasis  on employment, sustainable technologies and improving the business climate. Main fields of work will  be the support of Moroccan government and the civil society with the creation of jobs in micro- and  small enterprises and local industries with regard to improve economic perspectives, focusing on the  structural dimension of inclusive pro poor growth and with a focus on micro and small enterprises,  value chains, skills development, vocational education and training. This list will be revised regularly  depending on the development of the programme and the tasks delegated to the office.

• To support and coordinate with the Head of Domain 2 and/or the Head of Mission the  assessment of the political context, particular needs and window of opportunities for a Swiss engagement;
• Prepare short analytical documents related to Domain 2 as well as mapping of institutional and civil society actors;
• Identifying and commenting on ideas and proposals for new programmes and projects within  Domain 2;
• Identifying synergies with other programmes and projects of the SPO and of partners in  Morocco;
• Assisting the Head of Domain 2 in preparing relevant documents for Programme Cycle  Management (PCM) under application of Conflict Sensitive Project Management practices and  transversal issues such as good governance, climate sensitivity and gender;

• Following up and monitoring the implementation of programmes and projects of Domain 2  within the programme strategy, reporting on progress and difficulties;
• Participate in and support the preparation and carrying out of reviews, evaluations and other  activities of the Project and Programme Cycle Management;
• Supporting the preparation and organization of missions and field visits from the Head of  Domain, HQ staff and high-level representatives
• Carrying out ad hoc tasks/projects as required by the Head of Domain and/or Director of  Cooperation.

3. Requested Profile

• Master university degree or equivalent tertiary education in a relevant field (e.g. economics,  business management, private sector development);
• Minimum work experience of eight years in project management, in particular in the area  international economic cooperation, trade and competitiveness and employment and income;
• Excellent knowledge of the political context in Morocco as well as the institutional and civil  society landscape in particular to thematic priority fields of Domain 2 Economic development  and employment;
• Excellent networking and liaison skills/experience in the area of governmental authorities,  international organisations and NGOs in particular to thematic priority fields of Domain 2;
• Theoretical knowledge and practical experience with the main instruments and processes  used in international cooperation (project cycle management, logframe, evaluations);
• Gender sensitivity
• Excellent command of French, Arabic and English. Knowledge of the German is an asset;
• A strong motivation and initiative, flexibility, resistance to stress, strong team work and  networking abilities as well as organizational and analytical skills are essential requirements  for this position.
• Knowledge on Disaster Risk Management including financing and Climate change is an asset
• Moroccan nationality

4. Varia

• Start of contract: 01.4.2016 or by arrangement
• Type of contract: CDI, 100%
• Place of assignment: Rabat: Regular visits to the field and namely to areas where activities of  the DCI are implemented are required.
