Counterpart International is currently recruiting for the following positions:

 

Gender Officer
Responsibilities: Ensure that gender considerations are appropriately integrated into program activities, methodologies and approaches in a manner that is results-oriented; work with local partners to ensure gender integration into their program design and activities, as well as their organizational structure and program management; engage in the monitoring and evaluation process of gender-related activities including developing and ensuring good indicator reporting and writing official reports. Qualifications: Master’s Degree in gender studies or related field required; minimum 8 years of experience working on gender integration issues for international development programs; minimum 5 years of experience working on USAID programs; excellent knowledge of gender issues in Morocco including social, political, and cultural gender norms and challenges; work experience in Morocco or similar context required; experience designing, leading and conducting gender analyses, as well as integrating and implementing findings into program design; experience engaging local stakeholders, including civil society organizations, members of Parliament, and other local and national government leaders in gender-sensitive initiatives; experience building capacity of local stakeholders on gender issues; experience integrating gender in community participatory engagement or advocacy preferred; experience delivering training preferred but not required; professional written and oral fluency in English, in addition to French or Arabic, required.


Communications Specialist

Responsibilities: Develop, implement and evaluate the program’s communications strategy to inform primary and secondary stakeholders in Morocco, and other audiences about the project, including the development of success stories and weekly news. In coordination with the project’s technical component leads, provide technical assistance and guidance to the main beneficiaries and partners to support their public outreach, public relations and media communications and relations. Develop and produce communications materials tied to program objectives. Ensure a targeted, coherent, and consistent message from all program staff and partners. Manage the development, distribution, and maintenance of all program deliverables, including print, audiovisual and electronic communications materials, program reports, press releases, and success stories. Ensure compliance with USAID branding and marking for program materials and events, including those of sub-grantees. Prepare materials for high-level visitors, including: scene setters, trip itineraries, photographs, event agendas, success stories, press releases and reports, and video presentations of the project. Oversee the development and operation of the program’s online portals, public website and social media accounts to provide general information and reporting on program activities. Maintain a calendar of program events in close coordination with the program’s senior staff, partners and field coordinators. Prepare and update a standard information package on the program for briefings and for distribution to the public and the media, any other agencies (materials include program briefing papers, program status public reports, results pages, maps, photos…etc.). Commitment to gender integration, experience with gender integration a plus. Manage all media relations and facilitate contacts among members of the media and program implementers and partners to encourage coverage of program activities in the local press when needed. In coordination with the procurement officer, serve as the focal point for the management of communication contracts when outreach products are outsourced. Participate in field trips as necessary. Perform other duties as assigned or required. QUALIFICATIONS: A Bachelor’s degree in Communications, Public Relations, Media or a related field preferred. A minimum of five (5) years of professional communications experience, ideally providing strategic communications for international development programs, with a minimum of three (3) years under USAID projects. Experience developing and implementing communications strategies. Capability of crafting information messages in various media formats (press releases, websites, press articles, etc.) targeting a variety of audiences. Demonstrated leadership, supervisory and organizational skills. A high level of interpersonal and communication skills. Social Media Skills are required including content development and online community management. Ability to work well in a team within multi-cultural work environment, able to work effectively with CSOs, USAID, program staff, and other beneficiaries. Knowledge of word processing is required. Familiarity with electronic mail and web site development is required. Experience in managing communication contacts is required. Written and oral fluency in French, Arabic, and English required.


Monitoring and Evaluation Manager

Responsibilities: Design and manage the process of monitoring and evaluating project activities and managing reflection and learning; prepare and update the Performance Management Plan (PMP) and ensure and verify data integrity; provide technical assistance and coordinating M&E related training for civil society and non-governmental organization partners, grantees and participants as required; effectively communicate the purpose and intentions of project M&E to internal and external stakeholder, while coordinating activities between the field office and Counterpart International headquarters. Qualifications: Advanced degree in monitoring and evaluation, economics, business, social sciences, international development, political science, public policy or related field; 8 years of experience working with international NGOs with development programs working with CSOs, government and private-sector institutions; a minimum 3 years of demonstrated experience and expertise in civil society strengthening, capacity development, advocacy, community mobilization and communication, policy formulation and civil society; a minimum of five years of experience in research or evaluation/assessment design and implementation, and monitoring and evaluation of USAID funded programs, including supervisory responsibilities; prior experience in Morocco or a similar environment, preferably implementing M&E systems and/or evaluations; familiarity with developing and implementing knowledge management tools; experience with the U.S. Government’s Foreign Assistance Framework and its indicators; experience in establishing effective partnerships within and outside a program and organization; demonstrated knowledge of U.S. Government rules, regulations, policies and procedures; demonstrated experience with the management of USAID programs; excellent computer skills (Microsoft Word, Database management, Excel, PowerPoint); fluency in English with excellent English writing skills, Arabic/French a plus.


Government Capacity Development Specialist

RESPONSIBILITIES: Lead the identification of strategic needs and approaches to government capacity building. Provide technical advice and guidance to key government stakeholders, on capacity development efforts. Track development of government bodies to engage with citizens, develop and implement public policy, and ensure good governance and transparency. Work with program staff, consultants and trainers to deliver high quality training, technical assistance and mentoring to partner government stakeholders. Ensure Counterpart’s best practices are institutionalized within the program and adapted to the local context. Ensure gender is integrated into all capacity building tools, methodologies and activities. Document implementation successes, challenges, and lessons learned through regular program reports and online Knowledge Management portal. Deliver technical presentations on program achievements to audiences, including implementing partner(s), civil society, government officials, donor, and other relevant organizations. Other duties as assigned. Qualifications: Master’s degree in an appropriate interdisciplinary subject, such as human development, social sciences, or a related field is preferred. Minimum eight (8) years of experience in the civil society and governance development field, preferably in an international context. Minimum five (5) years of experience working with governments at local and national levels on capacity building, such as good governance and legislative strengthening. Demonstrated success supporting government capacity to engage citizens in the public policy process, to draft and analyze legislation, and to strengthen good governance mechanisms. Experience engaging civil society and government institutions to collaborate on common issues. Good knowledge of Morocco’s political context. Excellent knowledge of Morocco’s civil society challenges. Demonstrated leadership, strategic thinking and planning, training, and human resource management. Strong multicultural, interpersonal, and supervision skills. Ability to give effective presentations and write technical reports. Strong ability to collaborate and coordinate activities with multiple stakeholders, including civil society, government, and other individuals. Proven ability to working with government stakeholders. Commitment to gender integration, experience with gender integration a plus. Professional written and oral fluency in English, in addition to either French or Arabic required.
 
 
Senior Accountant
Responsibilities: Support the Financial and Compliance Manager in the day to day monitoring of the program budget, financial disbursements and procurement to ensure compliance with USAID regulations and Counterpart policies; produce monthly, quarterly and annual financial reporting documents, ensuring reporting is accurate and in compliance with policies and procedures; process and record financial transactions (cash), ensure that all ledgers are updated and cash is replenished on time to meet the cash requirements; check and post monthly transactions into Excel spreadsheet for onward posting to QuickBooks system, ensure that all information in the spreadsheet is correct and complete; oversee bank transactions including preparation of vouchers, maintenance of bank books on daily basis, preparation of all bank account reconciliation statements on monthly basis; upon receipt of approved documentation, prepare/process payment vouchers, check/bank payments and obtain required signatures; prepare cash requirement statements for cash needs in the office; prepare cash counts and prepare transaction worksheets for cash and bank activities for the supervisor’s review; ensure the proper security of cash in the safe; update the electronic worksheet for each currency in the office every end of the day; maintain an advance register for personal and program related costs; review and check all support documents for financial reporting of grants; send financial documents to Counterpart HQ. Qualifications: A university degree in accounting, finance, business administration, or related field is required; at least 5 years’ work experience in financial management, including accounting, budgeting, and grants management; at least 4 years’ work experience with USAID-funded programs, including demonstrated knowledge of U. S. Government rules, regulations, policies and procedures; familiarity with sub-grants management a plus; knowledge of MS Word, Excel and QuickBooks accounting software; experience working in Morocco preferred; written and oral fluency in English, in   addition to either French or Arabic required.
 
 


Program Assistant

Responsibilities: Assist entire program team in support of program implementation; backstop activities and projects; conduct assessment and reviews; data entry as for program database; take summary notes and write up briefing notes; other duties as assigned. Qualifications: Minimum of 2 years of work experience required; bachelor’s degree in development or relevant field; demonstrated experience in maintaining administrative duties; experience with internal procedures compatible with donor standards and national laws; experience coordinating staff a plus; excellent public speaking and writing skills in English, in addition to French and Arabic, required.
Grants Officer (Up to 2 Required)
Responsibilities: Responsible for the daily monitoring and support to the grantees; track grantee activities and report those into the program’s Management Information system; support the administration of grants; provide feedback to the Grants Manager on performance and grant implementation concerns and needs; oversee sub-grant tracking and ensure timely submission of reports and adherence to Counterpart and USAID policies; implement site visits for monitoring of grant implementation, performance, compliance with USAID regulations, and ensuring anti-corruption measures are in place and being adhered to. Qualifications: University degree in statistics, econometrics, sociology or a related international development field; minimum 2 years’ professional experience in monitoring and evaluation with international development programs, preferably under USAID-funded projects; proven success in implementation of M&E systems, preferably with USAID-funded projects; demonstrated experience managing and training staff members and local grantees in monitoring, evaluation and reporting approaches; experience designing and managing beneficiary monitoring and database systems; experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing monitoring and evaluation and performance monitoring plans; experience developing and refining data collection tools; experience in data quality assessments; strong computer skills, particularly with databases and MS office; ability to facilitate and serve as a project liaison for externally-managed evaluations; experience with integrating beneficiaries and stakeholders, especially women and other marginalized voices, into the evaluation and learning processes is desired; written and oral fluency in French and Arabic required, high knowledge of English preferred.
 
 
Training Officers (Up to 3 Required)
Responsibilities: Plan, organize and implement training activities and study tours, including making travel arrangements, securing training/conference rooms and packages, identifying and sourcing training facilitators and rapporteurs, and other logistics needs; identify and/or develop training materials and modules; provide guidance and technical assistance to partners in developing and delivering their training plans; monitor, evaluate and provide feedback to trainers; contribute to overall project planning and development and participate in the development of annual work plans. Qualifications: A Bachelor’s degree and a minimum of 1 year of experience as a trainer; at least 5 years of experience working with CSO, including at least 3 years with international CSOs; training management experience preferred; demonstrated facilitation, training, and/or consulting experience; experience working in Morocco; fluency in English with excellent English writing skills, along with Arabic and French, required.
