EDC Workforce Training Specialist

 

Education Development Center (EDC) is a leader in international programs and research. Established in 1958, EDC designs, delivers and evaluates innovative programs to address some of the world’s most urgent challenges in education, health, and economic opportunity. EDC is looking for candidates for long term positions for an upcoming proposal focused specifically on youth workforce development. 


Workforce Training Specialist will have responsibility for the design, development and implementation of market-driven training that improve the quality of technical and vocational education and training (TVET) provided by government, NGO and private sector training providers.  The Specialist will work closely with local training institutions and private sector to strengthen their capacity for developing industry-driven TVET training in growth sectors and to manage and monitor the programs.

 

The Workforce Training Specialist will:

a)       Identify national level constraints and policy issues related to TVET and related education and training programs that impede youth’s participation in the workforce, recommend solutions and prioritize actions to address the constraints and initiate reforms.

b)      Recommend methodology for developing or upgrading sector-specific standards in accordance with existing mechanisms;

c)       Assist in developing innovative strategies for strengthening the quality of TVET training including integration of complementary skills trainings

d)      Assess capacity of the concerned ministries to manage industry-driven TVET policy development and implementation;

e)       Assess capacity of leaders of partner TVET institutions to manage industry-driven TVET development and delivery;

f)        Develop a capacity building plan for the partner ministries and TVET managers;

g)       recommend quality standards for TVET providers in priority sectors and quality assurance mechanisms;

h)      Engage private sector in TVET training programs and services including curriculum development/revision and development of sector skills standards;

i)        Oversee curriculum revision and/or development for training programs in target sectors in partner TVET institutions


Qualifications:

  • At least 7 years of experience in designing  and implementing demand-driven TVET initiatives  in Morocco and a good understanding of global best practices in TVET;
  • An undergraduate degree in education, training management, business administration, public administration or other relevant discipline;
  • Experience in the capacity development of local institutions and ability to demonstrate the sustainability of those institutions as a result of capacity development efforts.
  • Experience working on international donor-funded programs, specifically USAID, preferred.
  • Proven ability to conduct training needs assessments and apply other methods to assess business development needs.
  • Fluency in English and French required; Arabic highly desirable.
  • Moroccan Nationals are encouraged to apply.
